Our Guidelines
1.Loyalty, Respect and Pride: All citizens of the City shall be loyal only to Ar Station, their own Codes, their own House, and the HC (High Council). We shall all proudly proclaim our City and our affiliation with the HC. But loyalty to the HOMESTONE shall be paramount. All members shall respect the rights of other Free Persons and their property.
We of the city do not cause disturbances or add to them...we settle them. Do not bring dishonor upon the Homestone by your actions. (OOC any SLs that may lead to and involve the city as a whole must first be approved by the HC of Ar Station).
2. Loyalty Code: All citizens shall swear total allegiance to their codes and to the city above all. All Rarii shall swear to protect the HOMESTONE, the City, and her Free Women at all costs.
3. Leadership: All citizens of the high caste will elect a council of castes known as the High Council, whose duty it will be to handle the everyday business of running a city. On this council will be three caste reps from each of the five high castes (elected by the members of that caste within the city *this council will start at one rep for each caste at first), and a Military commander selected from any of the High castes regardless of gender who shall act as Administrator of the City and moderator of all meetings. These up to 16 persons shall be in charge of the everyday running of the city as well as the law making of the city.
The Caste Reps are the actual power; the Administrator has the tie breaking vote. The Administrator acts as Advisor, seeing to the interests of the Army and apprising the HC of news, as well as voicing the opinion of the Army. The Administrator also acts as the single person whom foreign cities will deal with when initiating political contact.
Also, another body of Merchants and Slavers will be formed. The Purpose of this body shall be to make the prices and currency standard throughout the city, as well as to set forth training standards for merchants and slavers.
They shall be headed by three merchants, one of them being a Slaver. This body shall act as the liaison between the HC and the Merchant Caste. (OOC: a way for the Merchants to exert the influence they had in the books).
4. In a time of war or invasion, the Administrator of the city may take control of the city. At that time his title will become Ubar until the crisis ends and at that time he will revert to the title of Administrator. During his control, he may as needed pass any number of laws. He is expected to step down after the crisis is passed, and all laws passed during the crisis are revoked, though the HC may incorporate any that it sees as necessary and good. If the Administrator does not step down, then the HC will take any measures necessary to make him step down.
5. City and Assembly Welfare: All members shall put the welfare of the City and HC before all others save those of their own House.
6. Problems: All problems and disputes are to be reported to the council by way of logging it and sending the log to the HC Scribes along with a description of what happened. All problems with slaves should only be referred to their Master, as it is his problem, not the city's. Only if the Master is unable, or unwilling, to correct the problem, shall the judgment of the HC be brought in.
7. Judgment - Capital Offenses: It is the responsibility of the HC to see to the judicial needs of the city. In a trial or hearing, the Administrator acts as the Judge, while the Caste Reps act as Jury. They make decisions of guilt and innocence, and suggest a course of action. It is the Administrator who makes the final decision as to what is the ordered final course of action.
The Administrator will meet with the 5 caste members to hear Views expressed in dealing with the matter. Administrator will issue the final judgment.
Minor Offenses: These lesser cases will be handled by duly appointed Magistrates (chosen from the Scribes). The Magistrate's decision is final, and only the Administrator or the HC may over turn it. Writs of enslavement and other lesser forms of paperwork may be obtained from the Magistrates.
8. High Council Meetings: Members may not invite others to watch the proceedings as the rooms will likely be packed, and those with cases to present to the council will also be present, but NONE other than recognized speakers shall speak after the hearing has been called to order. Those breaking this silence shall be ignored by the Moderator.
Ignores of this nature shall be for the rest of the meeting and will be removed after that, and a formal reprimand will be sent to that person. Constant disruptions shall result in temporary suspension until a hearing can be convened and the councilor's punishment decided, This meeting shall be held by the members of his caste and no one not of the caste can be involved. If it is decided that he is to be replaced then the caste will nominate then and there, and a vote will be called, allowing a voting period of no more than one Mun week.
9. Outlaw/Ignore: If the Administrator or Council issues an outlaw command, all are to follow it. It is for good reason and meant toward the benefit and welfare of the City. For a person or group to be on ignore, proof of intent to ruin the role-playing enviroment of the city or a city member must be given and that reason will be sent out to the general membership by the HC. This will also aide in prevention of mun oriented vendettas.

1. In any proceedings, the testimony of slaves may be taken by torture.
2. "The laws of a city extend no further than its walls." Once you step outside the walls of Ar Station, the city laws do not apply and the city cannot protect you.
3. Theft of the Home Stone of Ar Station is punishable by extreme torture followed by death by boiling oil or impalement.
4. Non performance of the citizenship ceremony, within one year of your eighteenth birthday, is punishable by expulsion from the city. This applies only to those individuals born within the city or born to citizens of the city.
5. Every Ar Station citizen must journey, at least once, to the Sardar Mountains before they are twenty-five years old. The Initiates keep track of who goes and who doesn't. Initiates teach that misfortunes hit a city if their youth avoid this obligation.
6. Anyone who refuses to practice their livelihood or strives to alter caste without the consent of the Administrator or High Council is an outlaw and subject to impalement.
7. Entering the city without permission is punishable by impalement.
8. Only those Assassins of the "Registered BlackCaste Assassins" or "Predators Pride BlackCaste" and bearing the mark of the black dagger on their forehead are permitted entrance into the city without interference. (No mass hunts)
9. Heralds are immune from interference by any within the city. Heralds bear a gold slash on the left temple of their helmet or headgear.
10. Players, Poets, Musicians and Singers may freely enter the city. No Player, Musician, Poet or Singer Caste member may be enslave within the city limits as long as they act according to the Stations of their caste.
11. Thievery is illegal and harshly punished. The first offense is punished by an ear notching. For a second offense, the punishment depends on the sex of the offender. Males are punished by the loss of their left hand and both feet. Females are punished by enslavement.
12. Patents and copyrights are available but their power extends only as far as the city walls.
13. Forgery of the city seal on city products is punishable by confiscation and imprisonment.
14. The Merchant Council of AR Station holds a Merchant's Foot and Stone in the Chamber of the Council in the Central Cylinder and are available for Merchants to verify their own personal measuring devices.
15. By law, the Slavers' Caste is a sub-caste of the Merchants' Caste.
16. Robes of concealment and veils are not required by law for free women. But they are required by custom. It is strongly recommended that all free women wear robes and veils in public.
17. Slaves are considered property, on the same level as animals. Their master may do anything they wish to them without repercussion. Slaves may not own anything, including a name. Even though they may use goods, they do not own them. At no time will a slave touch weapon. This will fall to quick death.
18. The property of one who becomes a slave is transferred to the nearest male relative, or nearest relative if no male exists, or to the city, or a guardian. Even if the slave gets freed, the property cannot be recovered. If an Owner dies, their slaves pass to their heirs or to the state if there are no heirs.
19. Active possession of a slave is regarded as crucial by the law. If a lost, stolen or runaway slave is taken by another master, the original master has only TWO weeks to regain his property before legal title passes to the new master. The slave remains the property of the original master only for that one week if he does not regain possession.
20. If a free person submits to be a slave to a specific man, and that man refuses the offer, said free person shall still become a slave, subject to capture by the first person to collar her, unless the specific man wishes to offer the submitted one death instead.
21. Slaves are not permitted outside the city gates unless accompanied by a free person. This does not include Kajira rooms, and a slave’s owner must give permission to travel elsewhere unaccompanied.
22. It is a capital offense for female slaves to wield any weapon.
23. The offspring of a slave is a slave and belongs to the mother's owner.
24. If a father cannot pay his debts, his daughter becomes state property. She will then be put up for sale at public auction. The proceeds of her sale will be used to equitably satisfy the creditors.
25. A slave, on threat of torture and impalement, must endure whatever abuse a free person cares to inflict on him.
26. If a slave strikes a free person, the penalty is commonly death by impalement, preceded by lengthy torture.
27. Freed slaves require explicit papers of manumission or they may be enslave again without repercussion. Slaves who have been branded and later freed should definitely keep their papers handy at all times.
28. The principle of "conduct indicating suitability for the collar" deals with conduct by a free woman sufficient to warrant her reduction to slavery. It is commonly applied to fraud, theft, indigence, vagrancy, prostitution, and indulgence in sensuous dance. Other behavior which might trigger the principles includes attempting to spy on masters and slaves, disguising oneself as a slave, garbing oneself as a slave even in the supposed secrecy of one's own compartment, baring too much flesh, lingering about slave shelves and markets, and even exhibiting an interest in or fascination with bondage. The principle deals with overt behavior and not thoughts. Judges normally must decide if such behavior is sufficient to warrant a reduction to slavery.
29. Female slaves must wear a visible token of their bondage within the city limits. Male slaves are exempt from this law.
30. When a person is collared, it cancels their past. They begin a new life as a slave and may not be held accountable for any crimes that occurred while they were free.
31. The penalty for selling a slave that is not your own, without the owner's permission is ... for a man, exile; for a woman, slavery.
32. It is illegal to offer an unbranded slave in a public sale.
33. It is illegal to sell a slave as auburn haired if she is truly not so. Penalties include stiff fines and confiscation.
34. It is a felony to forge or falsify pedigree papers on any slave.
35. By recommendation of Merchant Law, there are three standard marking places for brands, on the left thigh, right thigh, and lower left abdomen.
36. Any free person may discipline an insolent or errant slave, even one who is in the least bit displeasing. If the slave is killed or injured, the free person need only pay compensation to the master and only if the master requests such compensation. If the offender cannot pay such compensation, then that person shall be enslaved and given to the owed Master.
37. Slaves are not allowed to build anything in AR Station. That right is reserved for free people only.
38. It is illegal for slaves to touch or handle legal documents.
39. Striking of a freewoman of the city is strictly prohibited. If her behavior is displeasing, then a report of her action shall be given to her companion or guardian for them to deal with as they deem appropriate.
She may be, at the offended one's option, chained and left at her abode. This is usually a city guardsman's duty, but any citizen may do this. If she has neither a companion or guardian, then a complaint with an accompanying report is to be sent to the High Council of Ar Station And Administrator of Ar Station where she will stand to answer the charges.
40. In the event a female citizen of Ar Station is threatened or struck with or without provocation then her companion, guardian or one appointed may issue a challenge on her behalf to the offender. The severity of the match (death or merely to first blood or some other point) is decided by he who issues the challenge. If the free woman has no companion or guardian to stand for her honor, and the male is from Ar Station, he may be asked to leave the house or banned from the city, depending upon the severity of the attack. A non resident of Ar Station may be publicly lashed and driven from the city; the decision of the Magistrates of Ar Station is the last word.
